The Prime Minister says short, sharp lockdowns are the preferred response to any outbreaks for now, until 70 percent of the population aged over 16 are fully vaccinated, before moving to Phase B of the 4-phase plan, under new Doherty Institute modelling. Lockdowns are expected to ease once the vaccination target has been met.
