Russian President Vladimir Putin on Monday signed a decree in Moscow recognising the independence of Donetsk and Luhansk regions in eastern Ukraine. The Ukrainian envoy has called the Russian action of recognising the Donetsk and Luhansk "a virus" that has hit the United Nations.
