At a time when a Senate committee moves to investigate frequent power outages in the provinces and for the first time since he was appointed in July, Energy secretary Raphael Lotilla faces the media in a virtual press conference.

Lotilla vows to improve the country's self-sufficiency as he returns to take the helm of the energy department.
