Mark Harper says "the tide is turning" on rail strikes as the government continues efforts to settle the pay dispute between workers, train operators and Network Rail. The transport secretary says "a fair and reasonable" offer has been made to the trade unions, adding "only just over half" of the RMT's total membership voted against the latest offer.
