Jubilation in the Savannah stage as for a second time, Tobago band, Uptown Fascinators captured the National Small Conventional Steel Orchestra title.

The band arranged by 31 year-old Ojay Richards caught the eyes and ears of the judges with its rendition of Colin Lucas' soca classic 'Dollar Wine'. More in this Elizabeth Williams report.
