Western Australia Police Commissioner col blanch has delivered a powerful statement following Terence Kelly’s sentencing for the kidnap of a four-year-old girl. Speaking outside the police headquarters, Col Blanch thanked everyone who worked to rescue Cleo Smith, during what he called a meticulous investigation.
