The reason the Tobago House of Assembly is without a Chief Administrator and a Permanent Secretary, is because of actions taken by the THA.

This was revealed by Prime Minister Dr Keith Rowley, during a media briefing on Monday morning. The Prime Minister minced no words in laying out the facts in the matter.
