Delays in several aspects of the criminal justice system are working to the benefits of criminal elements.


These were the words of Minister of National Security Fitzgerald Hinds while speaking with the media this morning at the Port of Spain General Hospital shortly after four people were fatally shot in an incident that began in Belmont and ended as gunmen stormed the hospital.
