Palisade fencing is being erected around the Bradley Mill site in Newton Abbot, Devon.
This comes after Teignbridge District Council (TDC) recently voted majority in favour of demolishing the site.
The site has long been earmarked for housing.
It is hoped the fencing will stop trespass, which had become a problem among the town's youth.
