China has introduced export control regulations for dual-use items, goods that can be used for civilian and military purposes, as President Xi Jinping prepares for a trip to Russia. The regulations come amid increasing U.S. sanctions on Chinese firms accused of supplying dual-use technology to aid Russia's war effort in Ukraine. The controls aim to enhance national security, promote global cooperation on non-proliferation, and strengthen oversight of dual-use exports. Chinese foreign ministry spokeswoman Mao Ning reiterated China’s opposition to U.S. sanctions and affirmed that China does not supply weapons to Russia or Ukraine. The new measures will implement a licensing system, requiring exporters to disclose the final users and the intended use of the restricted items.
