DPRK troops who are currently training in Russia would become legitimate military targets if they engage in combat in Ukraine, the White House said.
"If these North Korean soldiers decide to join the fight against Ukraine, they will become legitimate military targets," National Security Council spokesman John Kirby told journalists.
Ukrainian President Volodymyr Zelenskyy said his government had intelligence that 10,000 DPRK soldiers were being prepared to join Russian forces.
Russia and DPRK have denied any troop movements have taken place.
