Donald Trump shocked US allies in Europe this week with a sudden announcement of peace talks with Russia and a phone call with Vladimir Putin. Further alarming allies, US Defence Secretary Pete Hegseth ruled out NATO membership for Ukraine and said it would be unrealistic for Ukraine to get all its territory back from Russian occupation.
