A major access road crossing the Matai'an River in Hualien has reopened after being washed out by flooding earlier in November. It's part of recovery efforts after successive storms inundated homes and infrastructure in the area, causing widespread damage. Authorities are also working on reinforcing levees to keep them from overflowing again.
