DOH plans to expand zero balance billing (ZBB) to semi-private wards for direct contributors

The Department of Health (DOH) announces plan to expand its zero balance billing (ZBB) to cover semi-private wards for direct contributors. During the DOH’s 'Pasasalamat sa Barangay Health Workers' on Dec. 19, 2025, Health Secretary Ted Herbosa also assured the public that the ZBB in local government hospitals was final and would take effect in 2026. However, implementation would still depend on the funds that would be allocated to the agency from the General Appropriations Act (GAA). Currently, only patients in basic wards at DOH-run hospitals are assured of the ZBB.
