Roads and neighborhoods were inundated as dramatic footage showed mud and debris surging through mountain resort towns and water rushing into homes, while the National Weather Service warned dangerous conditions would persist under a rare “high risk of excessive rainfall” alert. At least two storm-related deaths were reported, including a man killed by a falling tree in San Diego and a sheriff’s deputy in Sacramento, prompting Governor Gavin Newsom to declare a state of emergency in six counties. Around 130 evacuation orders were issued in Los Angeles County, particularly in wildfire-scarred areas, as rainfall totals far exceeded seasonal averages, with some regions receiving 10–20 cm.
