Metropolitan Manila Development Authority (MMDA) Chairman Atty. Don Artes formally welcomes and introduces former Philippine National Police chief and newly appointed MMDA General Manager Nicolas Torre III during a press conference at the MMDA head office in Pasig City on Monday, Jan. 5.

Torre vowed to bring his law enforcement expertise to the agency’s day-to-day operations under the supervision of Chairman Artes, adding that he aims to implement quicker emergency response measures similar to the five-minute response time he enforced during his tenure at the Philippine National Police.
