When Typhoon Tino swept across the Visayas, Cebu became one of the hardest-hit provinces.

"What began as steady rainfall on a late November evening quickly escalated into relentless downpours accompanied by strong winds," the filmer, Christian, shared with WooGlobe. "Within hours, rivers overflowed, drainage systems clogged, and low-lying barangays were submerged under chest-deep water."

The filmer added that commuters were stranded, vehicles floated in murky floodwaters, and electricity lines flickered out one by one as the power grid failed in several districts.

"Residents sought refuge on rooftops and higher ground, clutching what little they could save—important documents, dry clothes, and food wrapped in plastic bags," he said.
