Under Obama's inserted regulation they do it every year, complete with literature and tapes. Pressure? The government has a vested interest in patients opting for termination. A doctor presenting that material with his authority ads more pressure onto an elderly patient. This takes advantage of a classic power relationship.

The Senate told Obama no when he wanted this policy. So now he is doing it anyways. We now have a situation where all three branches of government are legislating on their own and often against the will of the people. This is a near total breakdown of Separation of Powers. These executive branch regulators act, as Justice Scalia once called them, "a junior varsity Congress".
