According to its charter, the European Central Bank is independent. Its primary function is to help keep inflation under control. But critics are accusing its president Jean-Claude Trichet of making the ECB a pawn of financial policy-makers. The ECB was meant to be a rock of stability in stormy economic seas, but is it a castle built on sand?
