Amateur video out of Syria appears to show demonstrators crowding the streets of Damascus.
The video, which could not be independently verified by Reuters, comes as President Bashar al-Assad has agreed to allow-in Arab League monitors.
More footage shows people gathered in the street. They flee amid the sound of gunfire.
Syria broadly agreed last month to the Arab League initiative to defuse a violent confrontation that has left more than 5,000 people dead.
Damascus says more than 1,100 members of its security forces have been killed by what the Syrian government calls "foreign-backed terrorist gangs."
Footage from Homs shows a funeral march. Rights groups say at least three people were killed on Monday.
Syria has banned most independent media from the country, making it difficult to verify accounts from activists or the government.
