Nursultan Nazarbayev, Kazakhstan's president, has offered to build a nuclear fuel bank in his country.

In theory, this would allow countries to buy nuclear fuel for power plants, but prevent such materials from falling into the wrong hands.

Al Jazeera's Robert Forrestier-Walker reports from Kazakhstan.
