The UN has presented Iraq with a report outlining four options to resolve the dispute between Kurds, Arabs and Turkmen over control of the oil-rich city of Kirkuk. According to Iraq's constitution, Kirkuk's political future will depend on a census and a referendum, neither of which has happened yet.

And as Al Jazeera's Zeina Khodr reports, the city's council members do not seem to agree on anything.
