In response to the attacks of 9/11, 2001, the Bush administration began the process of outsourcing US law enforcement in a tactic that came to be known as 'extraordinary rendition', in which suspects were sent to countries known to use torture, or to offshore prisons, and subjected to secretive military trials.

One Mauritanian man was arrested in his home country, transported to Jordan, then Afghanistan, and finally to the prison at Guantanamo Bay in Cuba.
