Tank fire has killed at least 13 civilians and wounded dozens in the besieged Syrian city of Homs,casting doubt on whether an Arab League plan can end months of bloodshed touched off by a popular uprising.

Al Jazeera also hears from prominent opposition figure Burhan Ghalioun who says the Arab League and the international community must do more to protect the civilian population.
