Guinness Gallagher International was formed to work on Government Departments and State Owned Enterprise (SOE), reforms in New Zealand (NZ) and has been engaged in Government/SOE reform for the last 21 years throughout the Asian/Pacific region NZ, Cambodia, Iraq, Laos, Maldives, Mongolia, PNG, Tonga and Vietnam as well as in East Africa.

Sectors we work in include SOE organization, business plans, monitoring and regulation and assistance with public private partnerships, roads, shipping, manufacturing (water, cement, energy, pharmaceuticals, beer, rubber, plastics, shipping, airports and airlines). Our first chairman, Hon Richard Prebble, was a former minister of SOEs in NZ with responsibility for 25 percent of the total economy.
