Only 15% of the population of the Caribbean island nation of St. Lucia has access to a fixed internet connection and less than a third have wireless service. The St. Lucia government will use part of the fees paid by telecommunications giants to promote and facilitate Internet access in schools, heath care centers, strategic locations, and under-served communities.
