Nisma e mazhorances për kufizimin e imunitetit te zyrtareve, nuk i ka shpëtuar dhe aeplit te ambasadores gjermane, e cila gjate një konference organizuar nga Kuvendi i Shqipërisë, ka bërë thirrje për votimin e draftit ne 6 gusht nga deputetet e majte dhe te djathte. "Marrëveshja e nëntorit përmban rënien dakord për një Kod Zgjedhor mbi të cilin është arritur një kompromis. Ekziston gjithashtu një projektligj për heqjen e imunitetit të zyrtarëve i cili është duke u trajtuar për momentin. Unë shpresoj, ashtu sikurse shpresojnë edhe të tjerët që në 6 Gusht ky ligj ose projektligj të miratohet në Parlament. Mbetet për të përfunduar edhe reforma e Rregullores së Kuvendit të Shqipërisë. Me këtë Konferencë ne do të donim të kontribuonim pikërisht në këtë reformë" është shprehur Hotkemper. Por kryetarja e kuvendit u kujdes te specifikoje dhe një tjetër çeshtje që ka të bëjë me etiken parlamentare,formulimin e ligjeve dhe kodeve . Në këtë pikë Ambasadori i OSBE, Eugen Wollfarth përshëndeti përpjekjet e Kuvendit për të intensifikuar progresin përsa i përket standardeve në këtë fushë duke inkurajuar deputetët që të nisin diskutimet lidhur me Kodin e Etikës Parlamentare.

The initiative of the Government to limit the immunity of officials, has not escaped the German ambassador and the aeplit, which at a conference organized by the Albanian Parliament, has called for the vote on August 6 draft by the MPs of the left and right. "The agreement contains agreeing in November for an Electoral Code on which a compromise is reached. There is also a bill to waive the immunity of the officials who is being treated at present. I hope, as others also hope that the 6 August this law or bill passed in Parliament. It remains to complete the reform of the Rules of Parliament. With this conference we would like to kontribuonim precisely in this reform, "said Hotkemper. But Parliament Speaker took care to specify and another issue that has to do with parliamentary ethics, the formulation of laws and codes. At this point, OSCE Ambassador Eugen Wollfarth Assembly welcomed efforts to intensify progress in terms of standards in this area by encouraging members to start discussions on Parliamentary Ethics.
