All eyes today will be on the Rajya Sabha. That takes up the debate and also the vote on the retail FDI question. But although the Government did muster the numbers in the Lok Sabha, in the Upper House it faces a far more uncertain situation. Firstly it doesn't have the numbers. But more importantly, walk outs by the SP and the BSP will just not work. That's because needing to hit 112 votes, the government has only 106 votes while the opposition has 114. Now with the SP's 9 votes and the BSP's 15, either of the parties or both will have to vote for the FDI to help the government to win.
