However, later, bylaw officer Colin Noseworthy stated, on recorded video, that the City of Richmond does not have any bylaws whatsoever on video cameras. After Susan removed the camera that visibly surveilled Westwater View's frontage, Susan's daughter Arjay (RJ) later had a 2am frightening experience, and the police were again called due to an alarm going off in the parking garage.
