Kryetari i KQZ-së Arben Ristani, mungoi ne seancen dëgjimore ne Komisionin e Ligjeve ku ishte thirrur për te raportuar për veprimtarinë e institucionit zgjedhor për vitin 2011 kur u mbajtën dhe zgjedhjet lokale. Zëvendësimi i tij me sekretaren e përgjithshme te KQZ shkaktoi debate mes anëtareve socialiste dhe atyre demokrate.
Deklaratat e kryetarit Ristani dhëne gazetarit Alfred Peza ne emisionin "Intervista" ishin pjese e debateve te kësaj mbledhje. Ne përfundim te kësaj mbudhje deputeti Gjiknuri e cilësoi te dështuar veprimtarinë e këtij komisioni. Sipas tij kryetari Rusmaili qëllimisht mbrojti mungesën e Ristanit për te mbuluar te gjitha mangësitë qe ka pasur ky institucion ne zgjedhjet e kaluara e për te cilat duhet te mbaje përgjegjësi . Mungesa e kryetarit te KQZ zbehu dhe raportin e lexuar nga sekretarja e përgjithshme e cila ne tërësi kishte vetëm aspekte sipërfaqësore te procesit te zgjedhjeve te shkuara por nuk u ndal tek numërimi i fletëve te hedhura ne kutitë e gabuara, te cilat nxorren fitues Lulzim Bashen kundrejt Edi Rames.
