राज्यसभा में बुधवार सामाजिक न्याय और अधिकारिता मंत्री थावर चंद गहलोत ने ट्रांसजेंडर पर्सन्स बिल 2019 पेश किया। विधेयक पर चर्चा के दौरान समाजवादी पार्टी की सांसद जया बच्चन ने कहा कि इस संबंध में प्रमाणपत्र दिया जाना एक तरह का भेदभाव है। ये अपमानजनक है। जया बच्चन ने इस बिल में बदलाव की मांग की और कहा कि
उन लोगों का सर्टिफिकेशन एक तरह का भेदभाव है। शक्ल, सूरत और बर्ताव से वो किसी मनुष्य से अलग नहीं हैं। वो बिल्कुल हम जैसे होते हैं। उन्होंने कहा कि उन्हें इस तरह अपमानित करने की क्या ज़रूरत है कि आपको एक कमेटी के पास जाना और बताना है कि आप एक ट्रांसजेंडर हैं ? जया बच्चन ने बिल में कुछ बदलावों की मांग करते हुए कहा कि बिल संवेदनशील विवरणों पर ध्यान नहीं देता है-एक व्यक्ति को जबरन ट्रांसजेंडर बनाया जा सकता है।
